In the modern age where changes in social structures such as population decline and financial difficulties have progressed, and regional issues are becoming complex and diversified, citizens are required to participate proactively in community development more than ever before. Among them, one of the important ways citizens get involved in community development is involvement with “politics.” In this course, from the viewpoint of citizenship (citizenship), we will consider how we can participate in community development on a daily basis while building relationships with members of parliament and parliament, rather than “simply being an entity where citizens vote.”
“What kind of region (lifestyle) will we create so that everyone can live with peace of mind in the community?” In the modern age where division with others with different positions and ideas progresses, we learn new possibilities for community development where citizens proactively participate, discuss, and get involved while facing those questions.

Kawanaka Daisuke (Assistant Lecturer, Faculty of Human Welfare, Kwansei Gakuin University/Citizenship Co-Education Project Representative)
Born in Kobe. It works as an NPO for youth support, environmental issues, community development, and social worker support, and established the Citizenship Co-Education Project in 2003. They are in charge of civic education, youth participation, collaborative community development, and NPO management workshops in various places. After working at Ritsumeikan University, Ryukoku University, etc., he has been a full-time professor at the Department of Social Entrepreneurship, Faculty of Human Welfare, Kwansei Gakuin University since 2025. Recent works include “Citizenship Education for a Democratic Society” (Nakanishiya Publishing, 2025, co-authored) and others.
Tamaki Yohei (Member of Haebaru Town Council/ General Incorporated Association Code for Haebaru Representative Director)
Haebaru town councilor, NPO representative, social educator. He has over 10 years of experience as a university entrance exam prep school lecturer, and supports the connection between young people's learning and society through exploratory learning. The parliament tackles issues such as education, welfare, disaster prevention, etc., and promotes community development with citizen participation and collaboration. NPOs utilize digital technology to support citizens' planning and places for dialogue, and connect each person's potential to the community.
Facilitator: Kosaka Wataru (NPO Machinaka Research Institute Waku Waku Deputy Representative Director/ Okinawa Regional Community Vision Graduate School Steering Committee Member) /Born in Osaka. Graduated from the University of the Ryukyus Graduate School. When I was a student, I worked as a part-time employee for about a year and a half when the Naha City NPO Activity Support Center was established in 2000. After graduating from university, I got a job in Osaka and worked as a site supervisor at a construction site. He returned to Okinawa and formed Machinaka Research Institute Waku Waku with 4 volunteers in 2004/4, and carried out a regional information magazine project. I am involved in the publication of the first issue of “Mi-Kyuru Kyuru” Sakurazaka. He served as representative director from 2005/2 to 2024/6.
