Countries and local governments are developing disaster prevention and mitigation infrastructure based on lessons learned from large-scale disasters that have occurred in various places in recent years. Under these circumstances, the Water Cycle Policy Headquarters of the Cabinet Office is holding an “expert meeting aimed at promoting the use of groundwater, etc. in the event of a disaster” and is considering operation guidelines to encourage local governments to utilize groundwater as an emergency water source during large-scale disasters. In this seminar, we will invite Takahiro Endo, who is the chair of the expert meeting, to hear about the “emergency groundwater use guidelines (draft)” created by Endo in 2023. Also, I will introduce examples of efforts to recycle spring water for disaster prevention and mitigation in Okinawa from Tomoko Gushi, representative of the civic group “Spring Water Fun Club.”
