 In Okinawa, people are often distinguished on a daily basis by calling them “uchinanchu,” “nicha,” and “gaijin.” In recent years, there has been an increase in the number of workers seen from overseas. Also, claims that people originating from other prefectures should be clearly distinguished from “Uchinanchu” can also be seen inside and outside the prefecture. The term “multicultural coexistence” is also heard in Okinawa, but who was treated as a “foreigner” in Okinawa in the first place?
In Okinawa under American rule, “foreigners = non-Ryukyans” who were excluded from various rights and were subject to deportation were people without Okinawan nationality, including those from other prefectures, excluding those involved in the US military. Due to “return,” people from other prefectures became “citizens of the prefecture” along with those from Okinawa prefecture, but “non-Ryukyu people” without Japanese nationality were newly “foreigners living in Japan,” and they have been discriminated against until now. These are facts that must not be forgotten when aiming for peace based on human rights and freedom in Okinawa and pursuing “coexistence” with “foreigners.”
In this project, in order to create wisdom for “symbiosis” from Okinawa on the occasion of 50 years of “return,” I would like to start by inviting researchers and stakeholders, learning the history of Okinawa's “foreigner” management system, and listening to the experiences of those involved.
